In 1964, two U.S. destroyers stationed in the Gulf of Tonkin in Vietnam radioed that they had been fired upon by North Vietnamese forces. In response to these reported incidents, the United States increased its military presence in Vietnam

This is why the phenomenon of mutually assured destruction was created, as neither country wanted to unprepared if war was to break out between these two countries.
