The three steps governments follow to create public policy are:  

1.- Identify the problem. Government experts have to understand the nature of the problem -its causes not only effects-so they can generate alternatives for the public policy.  

2.- Develop a plan. Government must develop a plan, setting goals, design a good structure to carry on with the work and have a Schedule to implement it.

3.- Implementing a policy that resolves the problem. Solutions must be specific with clear lines of action and measurable, if the problem has to be resolved.

The Indian removal act was to allow President Andrew Jackson to negotiate with southern tribes for their removal to western lands. There was nothing in the west to help them prosper so a lot of the Native Americans died along the way (trail of tears). Im an enrolled member of the Crow Tribe so I'm pretty educated in these departments. Hope this helps!

With their loss came the loss of beaver ponds, which had served as habitats for fish as well as water sources for deer, moose, and other animals. Furthermore, Europeans introduced pigs, which they allowed to forage in forests and other wildlands. Pigs consumed the foods on which deer and other indigenous species depended, resulting in scarcity of the game native peoples had traditionally hunted.
