Nowt there are. 78 plates. How many plates did they use at lunch?

The other options wouldn't make any sense except maybe "A", but a fragment is not completed whereas a Run-on would be completed, just lacking punctuation.

I think the author established anger as the mood in the excerpt. It is noticeable how the character is furious (for whatever reason) and shows her emotions by tearing that thin handkerchief into ribbons.
