Capitalism is not centrally planned and endorses the use of private ownership of resources and ideas. 
Command systems (I.e Socialism and Communism) utilize a central planning board and most resources are public (Government) owned.<span />

As a result, he responded to the economic crisis with a goal of getting people back to work rather than directly granting relief. In October 1930, he established the President's Emergency Committee for Employment (later renamed the President's Organization for Unemployment Relief) to coordinate the efforts of local welfare agencies.

As the Great Depression worsened, however, charitable organizations were simply overwhelmed by the magnitude of the problem, and Hoover tried new ideas to stimulate the economy:

<span><span>The Reconstruction Finance Corporation (RFC) (1932) provided railroads, banks, and other financial institutions with money for loans.</span><span>The Glass-Steagall Act (1932) made getting commercial credit easier and released $750 million in gold reserves for additional business loans.</span><span>The Emergency Relief and Construction Act (1932) provided funds to the RFC to make loans for relief to the states and included additional money for local, state, and federal public works projects.</span></span>

Plessy vs. Ferguson was a Supreme Court case that took place in 1896. It all started when Homer Plessy, a man who is 1/8th African American, was asked to move from his seat in the all white section of a train car. Plessy refused to move since he had bought a seat in this section. He was promptly arrested for his refusal to abide by this law.

Homer Plessy would go on to change this law saying that it was unconstitutional. His lawyer argued that this was a violation of his 14th amendment rights. However, the Supreme Court ruled against Plessy. The majority opinion from the Supreme Court stated that this did not violate the 14th amendment as long as the facilities for blacks and whites were "separate but equal."

This ruling drastically changed American society, as other businesses and facilities became segregated by race. These laws would last for almost half a century in the United States.
