The Massachusetts Bay Colony was established by the puritans who came to the New World after escaping persecution in England. The people gave value to literacy so that they could read the bible and stay away from the sin by not indulging themselves outside their teachings and believes. The Massachusetts Bay Colony became the first colony to pass a law that requires children to be qualified to read and write.
