Scapegoating is often used by dictators to justify their decisions, whether the scapegoat is a real threat or not. In the passage, Napoleon bans the consumption of alcohol, a decision which really has little to do with the events in the story but is rather motivated by Napoleon's interests to control the farm. However, by using Snowball as a scapegoat, Napoleon can justify his decision without causing uproar from the other animals. A similar example in the real world would be a president banning products from another company by stating that their products are used for espionage when the decision is rather motivated by reducing the power and income of the other country.
