The correct answer is EXPLICIT.

A statement which directly reveals its meaning is EXPLICIT since it is not necessary for the audience to make any inference to understand the message. It is all in black and white.

Instead, when something is implicit, it is suggested by not directly stated.  For example, it is common that authors and journalists make comments in which their political or religious beliefs are implicit (suggested).

The answer is explicit.

Implicit and implied both mean that the statement requires some amount of interpretation, and exposed doesn't work as well as explicit.
