Roma was facing a political crisis, many senators and politicians were fighting to see who gains power of Rome and Octavian the son of Caesar become the sole ruler of Rome and saved everyone from more bloodshed. (from the civil war)

It is Sparta. Inside Spartan society there were three social groups. Nonia obviously belonged to second group, so-called Perioeci, who were free people, but had no political rights inside the state itself.

Compared to other cities in ancient Greece, the organization of social strata in Ancient Sparta was visibly different. In Sparta there were no social classes of priests, nobles, merchants, farmers and slaves, as they existed in most of the Hellenic world.

The second social layer,  to which Nonia is belonging is “those who live in the surrounding area”. These were people who lived in the vicinity of Sparta and who had some degree of autonomy but were denied Spartan civil rights.
