The answer would be B., since this means that no matter which country or part of the world you're in, there's specific rights that you have to protect you as a human being, or in other terms, protected no matter what alienated country you're traveling to. They say the term "alien" meaning each country is like a whole different planet, so when people travel from there to here, or from here to there, they're known as "aliens". xD
