Well in my opinion im sure the bootleggers loved the prohibition, due to the fact that they were the only ones selling alcohol at this point. So that means they were the only ones making money. It's almost like a cartel making money, since drugs are illegal. There's only certain places ot get them, leaving more money and business for the. hope this helps, have an amazing day :)<span />
