The National Defense Act of 1916 was signed in by Woodrow Wilson on June 3, 1916 to create new military programs such as the Junior Reserve Officers Training Corps <span>and make larger numbers of national guard while preparing troops for war. It was signed in as a tool to help recruit more soldiers in a time of crisis, WWI. </span>
