The correct answer is B) John Locke

The Bill of Rights incorporated many John Locke ideas. John Locke defended the idea of consent of the governed as that the government’s duty was to serve and protect their rights. He also mentioned the “contract” citizens make with the government, they formed societies in order to better protect them. Because of that the Congress and the American government was formed under the idea of serving the people.

Locke also defended the idea of life and liberty and freedom of speech and press, those ideals are really clear in the Bill of Rights.
