What best defines settlement as it pertains to the history of civilization is a location where groups ceased roaming and built permanent dwellings.

The first ancient civilizations that really settled in one place after roamed by many territories were the Civilization in the Indus Valley, the Sumerians, and the Egyptians.

During the Agriculture Revolution, nomads settled in places such as the Middle East region, between the Tigris and Euphrates Rivers. They settled next to the rivers due to the benefits of being next to the water for drinking and irrigation. The same happened with the Egyptians that first settled along the Nile River.
