You can start by saying that both Germany and the US have done bad things, but that doesn't necessarily mean the people are bad/bad altogether or as a whole. These individuals would drop off their children in institutions that had disgusting living conditions (e.g.. Willowbrook Institution) or just leave them out on the streets to fend for themselves. However, in today's perspective, these individuals have more rights than they did back then. They are considered more human and now have a voice in their own affairs, sometimes the government is in charge of some of these individuals.
