When President Herbert Hoover was elected as president of the United States, the Great Depression appeared because of the stock market failure. Thus, president Hoover thought that the federal government had to take action. Hoover wanted to relief people's economic situation at that time.

He wanted to create some government projects with the idea of allowing people to work. The federal government had many problems because of the issues related to the economy and in this way, President Hoover decided to improve government earnings through the signing of the Revenue Act of 1932 as well as the largest tariff. However, the signing of these agreements had a very negative impact on the Great Depression.
