I THINK it is NOT linking verb. I am 98% sure.


“She seemed worried” is linking she and worried to make a sentence, but I am not sure if it is actually linking anything together. If it would be linking it together it would probably be She seemed like she was worried. Although I am not sure and this may not make since to you. I tried at least!
