Explanation:

The Colonization Law of 1823 was issued under the Mexican Emperor Augustín and was meant to increase the population of Texas as the Mexican war for Independence had depleted a significant portion of the Mexican nation.

Stephen Austin had previously gained permission from the Spanish to bring families to Texas but the New Mexican Government refused this until Austin travelled to Mexico City and met them in person.

Impressed by Austin's conduct, the new Government passed the Colonization Law of 1823 that gave Austin the status of Empresario over 100,000 acres of land as well as permission to settle 300 families.
