1. The main idea of this passage is to show benefits from obtaining LEEDS certification. In the first part, it briefly introduces us to this cerification explaining its purpose.

Then, the biggest part of the passage is dedicated to stating reasons for choosing LEEDS certification for a building.

It is enviroment-friendly, resuces greenhouse gases emition, saves energy etc.

But besides all that, it also makes work environment healthier increasing worker's productivity.

2. Since this text is kind of advertising, it has a certain level of persuasive writing in it. It is addressed to building owners in order to persuade them to obtain this certificate. It does so by presenting the ways in which LEEDS certification saves their money.

First and most obvious way is that it improves water and energy efficiency and by doing so it reduces monthly utility bills.

Second way is that it makes work environment healthier and thay reduces absenteeism and increases work productivity. When a worker gets sick from the working conditions related cause, the business over has to pay him, although he's on a sick leave and doesn't work. That creates extra expenses which can be reduced with healthier work environment.

Since Paine’s words are more complex compared to simple phrasing, I don’t think the quote is an aphorism.

I do believe that the quote has a metaphor, since Paine uses the words “link” and “chain” to convey a message of connection/relationship or similarity.

I think that quote also has parallelism because the ending relates to the beginning, and, in a sense, drives home the message of the beginning part.
