As you reflect, remember that many of the families on the island have been there for generations, so moving away means leaving everything, although when the military was present on the island, the economy flourished.

The Navy was being a real nuisance on Vieques. Instead of leaving, the Navy should have stopped testing bombs and reverted to something more peaceful. By leaving, they created a job shortage, but if they had stayed, the Navy would have been a real nuisance and by testing bombs, could have even been a hazard to the people. The price of bombing is not worth it to live on a beautiful island.
