to be a good citizen means to try to live your life lawfully and morally. you don't even have to volunteer all the time or donate all your money away, but you should listen to your country's laws. you shouldn't commit crimes or hurt other people. you can be completely normal but still a good citizen if you just try not to get arrested, try not to act out against the government or authorities (at least for no BAD reasons!) and try to be a decent person and human (helping others, caring for your friends and family, not being too dependent on the government or others...)
