<span>Plot could be extremely affected by the setting of a story. It could even become a part of the story. The setting is for all that is to come and even if it's one set on a stage, it could convey a lot about who the people are and how they live. 

</span><span>"Jaws" is a classic film that used setting almost as a character and that "character" totally influences the plot. A wide ocean, no one around to help and a very, very big and dangerous shark. In the opening scene when the girl is attacked, there is no better example of setting </span>

If you're talking about a narrative story - then a story needs a lot of components.


1. It needs a strong start aka sizzling start

2.  With the basics, you'll need characters, if it is a short story, mainly only 3-4 characters. There should be a protagonist (the good guy, hero) and an antagonist (the bad guy, the people that try to stop the good guy).


Most good stories should have a suspenseful scene, (or even more than one) to help keep the reader interested.


Try use descriptive adjectives and put some emotion into the story to impact the reader more.


Hope this helps - of course there's alot. But I can only think of these for now.

To start off, you want to get zero population growth. That means you can eliminate A and D automatically since it's the opposite effect of what you want.


That leaves B and C. Both are good idea if I may say but, they are unreasonable and unethical. (Not as much as A and D) Although, it is only just a question.


After a good time of thinking this through I would pick letter C. Let me explain though.


It is very easy to increase the death rate. There are so many ways to achieve zero population growth by doing so. 


Now, obviously this means you would have to (for a nicer term) put down people. Those I will not list but, you can surely image them if you'd wish.


The reason I took B out of the equation is because, I feel as though it would take too long. That's the only reason.


Like I said I would pick C. I hope this helps!!
