If I was a mayor, I would make sure that all the citizens in my city are under control, I would make it easier to find jobs, and give all the poor people jobs. I would make contamination disappear by putting a trash can everywhere so that there's no excuse someone could throw garbage in the street. I would build more parks and less cars, so that the city grows full of life.
