Napoleon did that by pointing out the greed and misery that are brought by the monarch system and ignite a sense of freedom and nationalism in those nations. Because of the revolutionary efforts in these countries, Napoleon managed to avert the Spanish attention and launched  a succesful attack to conquered Madrid.
