The concept of limited goverment refers to public authorities which are empowered by law, whose powers are the ones granted by the country's Constitution and can never be excedeed.

Federalism is designed based on the concept of limited goverment. The principle of federalism describes how some powers are held by the centralized federal goverment while other powers can only be exercised at the state level.

In the US, the Tenth Amendment to the Constitution describes the powers which are delegated to the federal goverment. The federal goverment is limited in the sense that it cannot exceed the powers that it is given by the Constitution (and which can be given either explicitly or implictly), while there are other powers which are banned at the federal level because they are reserved to the state goverments.
