Explanation:

The excerpt was not saying how it was used but it was saying how to make inscriptions on hard stone. ("Greek characters and set up in each of the first, second, and third rank temples beside the image of the ever-living king.")

The same goes for the last two options, it was not made to entertain and to persuade people / readers.
