Take a look at the map of Europe and locate the other countries. None of Switzerland, Czech Republic nor Austria has access to the ocean.

A navy is a branch of the army that operates on the water.  If you don't have access to the ocean, you have no need for a navy because you don't need to defend yourself on the water because your enemies can't attack you this way.
