At first, it was effective to make an ultimatum to other war-affected countries. However, in the ultimatum round, each country has a different perception. It could be that an ultimatum is seen as a guarantee that their defense systems will be improved again by the new nation. They will then seek to attempt another nation before another country threatens their nation.
