Many teachers assign nightly homework to students in elementary, middle, and high school. Modern teachers communicate using digital means, such as blogs, to post students’ homework assignments.

I would say that the best option to create an argument about this topic would be option A <span>Homework is an effective way to strengthen students’ understanding of new concepts. From this statement, the essay can be developed by providing ideas to support it.  
Option B can be considered a definition of homework.
Option C is a generalization about HW and the last option states the way in which teacher can assign hw. </span>
