NO... The role of government is to protect the rights of all of it's citizens not to enforce a particular theological or political point of view. There are universal rights such as life liberty and the pursuit of happiness and the universal right to life, all other rights derive from these. These are what a government should protect. Often people confuse this with a right to no offense and want the govement to protect this - and here begins the slippery slope.....
