Explanation:

Johnny did kill the Soc, but it should be ruled as self-defense because he did it to protect Ponyboy. The anger management would help him a lot because I   know that he has some feelings towards Socs after he was beaten up by them. Anger management or talking with a shrink would help him with these problems.

Community service would also be good for him since he killed the Socs. Not justifying what the Socs were doing, but he wasn't just injured, he was killed.

I think a good solution would also sending Johnny to an academy, maybe somewhere where he could get a good education, and be taught the basics of life. Somewhere where he could exceed.
