That is a clue as to why he writes three lines per stanza. The length of the lines, along with their number, reminds us of the waves, even the foam, to floats up and down, back and forth, on the ocean. The author wrote three lines per stanza as a way to make the poem itself resemble an ocean, instead of simply asking as to imagine it.</u>
