George Grenville, the British PM at the enactment of the Stamp Act, instigated the measure with the aim of raising money to cater for the large standing army in the colonies after the end of the French-Indian war in 1763. He was eager to raise revenue "by means the most easy and least objectionable to the Colonies." As such, he underestimated colonial opposition to the tax by believing that the Stamp Act was the easiest and least objectionable to the colonies. This was informed by the belief that the colonies required the large standing army left behind by the French-Indian war.

Further Explanation:

settlers annoyed with the Stamp Act:

The majority of the settlers were frantic in light of the fact that they figured the British Parliament shouldn't reserve the option to impose them. They needed them to reclaim the law to make good on government expenses on stamps.

Dislike the Stamp Act:

The Stamp Act was passed by the British Parliament on March 22, 1765. The new assessment was forced on every single American pilgrim and expected them to make good on a government expense on each bit of printed paper they utilized. Before, expenses and obligations on frontier exchange had consistently been seen as measures to control business, not to fund-raise.
