It's a pretty good idea to know what a government can and cannot do. They rule. They set the conditions which determine how we live certain aspects of our lives.

Sometimes it is quite simple things -- like speed limits. They can set the fines for exceeding those speed limits (not so simple).

Sometimes the laws are quite complex, like DUIs or what the Supreme Court will hear and what it won't hear. Abortions as in ROE v WADE are not simple and governments have set regulations governing these sorts of laws.

The whole area of Civil law is something to take very seriously. What constitutes Fraud for example.
