Thomas Jefferson did not write the federalists papers. The federalists papers were a series of 85 essays talking to the people of the United States to ratify the Constitution. The people who wrote the federalists papers were James Madison, Alexander Hamilton and John Jay. Thomas Jefferson was not a part of the federalists papers.

In other words, the population began to earn less money and spend more to buy the same products. This process, called stagflation (stagnation and inflation).
