I believe the answer is C... The Greeks are viewed as an early example of democracy, but it was limited democracy because by modern standards few individuals could vote.

Democracy means that the citizens should take active role in the governance and mange their country through elected representatives. It also supports the ideas the people should replace the government by peaceful means not with violent uprising.  

The first democracy in the world was in Athens, it developed in 5th century BCE, but their concept of democracy was different how we see democracy in present day countries.  <em>In Athens it was mandatory for adult citizens to take  part in democracy, If they didn't they they were fined</em>. Their idea of citizen was also different as only free men were considered as citizens in Athens.  <em>Children, slaves and Women were not considered as citizens. They were not allowed to vote</em>.
