Washington warned the country to avoid political parties, because political parties would cause disunity among the people groups. Before the nation was born, if they didn't unite, they would have lost. Washington believed that if they fell apart and had different political parties, the country would not live to the standard that they set ("United we Stand, Divided we Fall") and would become disordered (much like today)
The Cold War focused on the expansion of nuclear arsenals in the United States and the Soviet Union (U.S.S.R). Japan was not a central part of this invisible conflict.
