Britain’s Reform Act of 1832 only enfranchised the middle class. Before the reform only a few men were eligible to vote, it depended on some factors such as owning property, paid of certain taxes, residence in a borough, etc. In general, only wealthy men could vote.

The Act only had an impact to the rights of middle-class men. The electorate only increased from 366,000 to 650,000 approximately, (nearly 18 percent of the total adult male population in Britain and Wales).

I think because if the lower house were to give their opinions on something that the whole room was speaking on and all of the lower house members agreed and most of the upper house members disagreed then that would be a problem for the lower house members. There are more upper house members than lower. So basically that's it.
