The American colonies had declared war on the British in the early 1800s. This was after the British were seizing the ships that were meant to ship cargo to the mainland France. However, France had been British enemy in Europe for a while. Hence, Britain felt it had the right to stop the passage of goods to the enemies. In addition, prior to that, America had fought against the British in the American war and declared independence between 1775 and 1783.
