The Bill of Rights is first ten amendments to the United States Constitution. They proposed to lessen the fears of Anti - Federalists that opposed Constitutional ratification, the amendments insure freedoms, limit the government's power in judicial and other proceedings, and reserve some powers to the states and the public. 
They want to write the first ten amendments so the people have a right of freedom like freedom to vote (15th amendment) and freedom of speech (1st Amendment).
The Bill of Rights gives peoples rights to do anything, be gay, be a american citizens, allows freedom of speech and allows you to own a gun (but they do allow licences and background checks).

<h3>Biased and Unbiased Estimators</h3>

Usually in statistics research, there is what we call population parameters and sampling parameters.

The population parameters represent the full pool from which a sample can be taken while the sample parameters are gotten from the sample taken from the population.

Now, a statistic will be referred to as an unbiased estimator of a population parameter if the mean of the sampling distribution of the statistic is equal to the value of the population parameter.

In contrast to an unbiased estimator, a biased estimator of a population parameter is referred to as such if the mean of the sampling distribution of the statistic is not equal to the value of the population parameter.
