Explanation:

Harrison Narcotics Tax Act was a federal law established in the United States to control as well as tax products that contained opiates and coca. The federal law controlled the production and distribution of these products. Francis Burton Harrison was the person who promoted this act and it was established on December 17, 1914.

The act legislation was composed by three bills which intended to restrict the consumption of drug opium. However, it was illegal to use or distribute cocaine, some registered companies could use it.
