The Red Scare concerning communism.

"E pluribus unum" (out of many, one) was essentially considered the US motto until 1956, when Congress passed an act adopting "In God We Trust" as the country's official motto.  Opposition to communism as a godless, atheistic ideology (and fear of its influence) was a motivator for the change.  Similarly, the phrase "under God" was added to the Pledge of Allegiance by an act of Congress in 1954.  Both acts were signed into law by President Dwight Eisenhower.

Why was it necessary to develop writing before civilization could advance

I think that the basic skill anyone should have is knowing how to read or write. Civilization is the state by which people learn how to organize their way of living by legislating laws or ordinances to keep peace and order. Moreover, it also involves social and economic development within that area. Writing is the basic requirement because organizations should be written in contracts or any legal paper form. Also, these writings could be used as artifacts that the future generation could base on when backtracking history of civilization.
