Since they didn't have the rights they wanted or they needed, the founding fathers set up a guidelines for the new country. I believe they wrote that line beacuse they believed that the rules they set would help form a better society. Hope this answers the question :D

Just as "talkies" disrupted many careers in the movie business, so the transition from print to radio to television affected the practice of politics in American life.
