At that time, the reason that Congress used to authorized the resolution was that it was a state of emergency since their Intel has revealed that Saddam Hussein has a weapon of Mass destruction hidden somewhere in Iraq. So In order to act in a fast and efficient manner, congress granted the president to control the military force to confiscate the weapon.

In the end, the decision ended up in a mess, resulted in power vacuum that make that country became unstable due to many independent groups tried to take power in the country after Saddam Hussein was killed. But, United States  Government can't really proof that the weapon of mass destruction actually existed.

In mixed economy, the resource management in country is handled by both the government and the private sectors.

This allow the citizens to have economic freedoms in choosing the type of goods or service they want to produce, but limited with government regulation in order to help the competition run more fairly.
