At that time, slaves were not considered as a normal citizen. But still the number of the slaves influence the amount of representative that the states could have to represent them in the government. This issue is being discussed in the constitutional convention. Eventually, they agree that slaves would be counted as a three/fifth of a normal citizens.

This important debate took place in Philadelphia, May 25 to September 17, 1787. The northern did not want the southern to be allowed to count slaves in the total of their population. If slaves were counted as free men, the southern states which possessed more slaves than the northern states would have a big advantage. In the end, these states found a solution to this problem by accepting that slave will be counted for only three-fifths of the free man.
