The shape of the government is decided by the convenience of the people.The government should be flexible according to the humans.

Explanation:

According to the ABRAHAM LINCOLN definition on government "government of the people , by the people, for the people". The government is formed to do organize the people in such a way and facilitate their life style.

Government is not the one which exist but it is the one which is formed by the decision of the people and selected by the election process were the opinion of the people exposed via the nominated number to lead them.

Thus the government also changes according to the peoples evolution and fluctuate according to their ideas.
