When he came to realize his best friend was one of those he couldn't arrest him because it was his friend. Jimmy was a hard working American while bob was feeding of of people like Jimmy and taking their hard earned money from them for his personal use. That's what i believe from that story.

Stealing would fulfill her promise (as long as he didn't get caught) but break the promise to himself that made him a new man.
