Tides are caused by the 'gravitational pull' due to Sun and Moon on earth. The gravitational pull is the 'force of attraction' between two huge masses.
So, there is a pull force between the 'moon and the Earth' due to which the waters in the ocean cause tides, the same is for the sun and earth.
Though sun has also influence in causing tide but moon being much nearer has the highest influence for the tides to occur in the oceans.
