Tides are caused by the 'gravitational pull' due to Sun and Moon on earth. The gravitational pull is the 'force of attraction' between two huge masses.
So, there is a pull force between the 'moon and the Earth' due to which the waters in the ocean cause tides, the same is for the sun and earth.
