In Act III, Scene 3, Hamlet has an opportunity to kill Claudius, but he doesn't act because he doesn't want to risk sending Claudius to heaven by killing him in prayer. Hamlet doesn't want to break the decorum. He wants to surprise a villain in some vile deed and kill him at that. "<span>He took my father grossly, full of bread,
</span><span>With all his crimes broad blown, as flush as May." If Claudius didn't care about his brother's immortal soul, Hamlet should now pay extra attention to Claudius' soul and do his best to send it to hell. </span>The very thought of the risk stops his sword.

Hamlet's inaction in Scene 3 is not just a result of plain superstition. Hamlet doesn't just want to kill and annihilate Claudius; he symbolically and unequivocally condemns his uncle's soul to hell. However, one scene later, he kills Polonius, mistaking him for Claudius. All his restraints are now off, and he is free to kill the person hiding behind the curtain.

This plot choice clearly shows that Hamlet always acts like an intellectual, even when he is hurt and offended. He has to rationalize both his inaction and his action. More precisely, thinking always precedes (and motivates) his actions and inactions. Irony has it that his action is misdirected, once it happens.

How can solve this issue human rights? and how did this issue happen?

It has been over 50 years since the United Nations (UN) Universal Declaration of Human Rights was signed by most governments in the world and yet the abuses continue to grow.

Freedom of Speech and Human Rights are taken for granted in the west, but recent years have seen conditions deteriorate around the world. As early as 1997 for example, Human Rights conditions were reported to remain unchanged compared to previous years, or in some countries, actually worsen, around the world. In 1998 for example, the UN reported that even though over a hundred governments had agreed to help outlaw some of the worse violations of rights, torture was still on the increase.

As the “New World Order” marched on towards the new century it did not look as bright and cheerful for most peopleas we would have imagined, or hoped, it to be.

With the war on terror triggered by the terrorist attacks in the United States on September 11, 2001, the situation for human rights seems to have deteriorated, with not only terrorists committing human rights violations, but also powerful governments who are sacrificing rights for security. Amnesty International, in its 2004 report noted the set back for international values of human rights:
