I would say it depends on society. If a society can work jointly together then a leader is not necessary, although typically in societies with no leader, the is a lack of structure and organization that may require someone to take lead. If that leader struggles to keep order, then they may require helping hands. Choosing a leader can be based on likeness, but should be based on qualifications such as in a nation's president or prime minister.

I believe surviving is doing whatever necessary to stay alive for the moment like the kids on the island having to hunt or fish for dinner. Living is having the means to stay alive for an extended period of time like having stored food and learning to plant and harvest before winter and having shelters that will hold allowing peoples to build a solid community.

Basically surviving is more of a struggle, living allows room to breathe.
