Jefferson hardly uses irony and rhetorical question in the Declaration of Independence, what he mostly uses are: Repetition, parallelism and direct references. Whereas, Henry, for instance, in paragraph 4 of the speech he uses the rhetorical question: “Has Great Britain any enemy in this quarter of the world… No sir, she has none.” As well as metaphors –in paragraph 3. Both of them make use of ethos and pathos.  

The first option cannot be possible for, both of them rely on allusions in an equal manner. The second option cannot be possible as well, as all rhetorical devices used in both cases, are passionate in tone. And the last option isn’t either because Henry does use repetition of key words as well as Jefferson -as mentioned above.
